PERSPEKTIF BADAN BUKAN KERAJAAN (NGO) ISLAM TERHADAP DASAR PENERAPAN NILAI-NILAI ISLAM DAN PENDEKATAN ISLAM HADHARI (The Perspective Of Islamic Non-Government Organization Toward The Policy Of Inculcating Of Islamic Values And Islam Hadhari)

Dasar Penerapan Nilai-nilai Islam dan Pendekatan Islam Hadhari merupakan agenda kerajaan yang dicetuskan bagi meningkatkan pemahaman dan penghayatan umat Islam di Malaysia khasnya di kalangan masyarakat Melayu. Meskipun kedua agenda itu terhasil dari idea kerajaan, namun dari segi kesan dan hasil program berkenaan menyerlahkan dimensi yang berlainan. Hal ini dapat dilihat dari kaji selidik terhadap pertubuhan bukan kerajaan (NGO) Islam, bagi mengetahui persepsi dan pandangan mereka terhadap kedua agenda berkenaan. Secara keseluruhan, wujud beberapa perbezaan jawaban dalam menilai Penerapan Nilai-Nilai Islam dan Pendekatan Islam Hadhari di kalangan mereka. Dalam memberikan pandangan terhadap pelaksanaan penerapan nilai- nilai Islam, golongan NGO cenderung menunjukkan respon positif terutama yang berkaitan dengan agenda mempertingkatkan kefahaman Islam, menyemai nilai- nilai Islam yang murni dalam masyarakat berbilang kaum dan menggalakkan pendidikan Islam. Sebaliknya, kalangan NGO ini memberikan respons yang negatif terhadap pelaksanaan Islam Hadhari disebabkan pemerintah tidak menunjukkan penghayatan Islam dan contoh yang baik. Selain itu, pelaksanaan Islam Hadhari dianggap lemah kerana tiada gagasan yang konkrit.
ABSTRACT
The policy of Inculcating Islamic values and Islam Hadhari is the government’s agenda for increasing understanding and appreciation of the Muslims in Malaysia especially among the Malay community. However, the result of the agenda highlighted different dimensions although both the program is the government idea. This can be seen from the survey of non-governmental organizations (NGOs) of Islam, to find out the perceptions and their views on the agenda. Overall, there are some differences responses and answers among the Islamic NGO in assessing the application of Islamic values and Islam Hadhari. In giving the view on the implementation of the application of Islamic values, the NGOs tend to show a positive response, especially in connection with the agenda to enhance understanding of Islam, inculcating Islamic values in a multicultural community and to promote Islamic education. In contrast, the NGOs respons negatively to the implementation of Islam Hadhari because the government does not indicate Islamic practice and to give good examples. In addition, the implementation of Islam Hadhari is considered weak because there is no concrete idea.
