ADAPTASI STRATEGI BANTUAN TUNAI BERSYARAT TERHADAP KEBERHASILAN PENDIDIKAN OLEH INSTITUSI ZAKAT: TINJAUAN LITERATUR SISTEMATIK DI ASIA TENGGARA (Adaptation Strategy of Conditional Cash Transfers on Educational Outcomes for Zakat Institutions: A Systematic Review in Southeast Asia)

ABSTRAK

Kelemahan mekanisme pemantauan oleh institusi zakat terhadap prestasi pelajar asnaf menyebabkan berlakunya masalah keciciran dan kelemahan dalam pencapaian akademik. Punca utama kepada masalah ini adalah disebabkan oleh masalah sikap individu terbabit. Oleh itu, objektif kajian ini adalah untuk menganalisis secara sistematik program Bantuan Langsung Tunai Bersyarat dengan memfokuskan negara di Asia Tenggara bagi membantu membasmi kemiskinan dan membangunkan modal insan, serta mengambil kira budaya dan tradisi masyarakat. Analisis literatur sistematik mengaplikasi protokol ROSES yang meliputi lima proses utama iaitu pembentukan persoalan kajian, pencarian strategi sistematik berdasarkan proses pengenalan, saringan dan kelayakan terhadap pangkalan data utama seperti Scopus, Web of Science dan Google Scholar serta proses mengekstrak dan menganalisa data  menggunakan analisis tema berbentuk induktif. Berdasarkan analisis, dua tema penting yang dibentuk iaitu: (1) Karakteristik Program CCT dan (2) Keberhasilan. Kedua-dua tema ini membentuk tujuh sub-tema. Kajian ini menyediakan penilaian terperinci bagi pembangunan terkini berkenaan program CCT serta bagaimana program ini memberi impak kepada pencapaian pendidikan. Kajian analisis impak program CCT terhadap keberhasilan dalam bidang pendidikan berpotensi memberi input signifikan kepada pihak pembuat dasar terutama institusi zakat dalam membantu negara-negara terlibat untuk mengurangkan kadar kemiskinan.

ABSTRACT

The lack of an effective monitoring mechanism by zakat institutions regarding the academic performance of Asnaf students has led to issues such as school dropouts and poor academic achievement, primarily due to individual attitudes. Therefore, the objective of this study is to systematicall analyze Conditional Cash Transfer (CCT) programs in Southeast Asian search through identification, screening, and eligibility phases using major databases like Scopus, Web of Science, and Google Scholar, and finally, extracting and analyzing data using countries, focusing on poverty alleviation and human capital development while considering cultural and societal traditions. The systematic literature review follows the ROSES protocol, encompassing five key processes: formulating research questions, conducting a systematic thematic analysis. The analysis yielded two key themes: (1) Characteristics of CCT Programs and (2) Program Outcomes, with seven sub-themes emerging from these. This study offers a detailed evaluation of the current development of CCT programs and their impact on educational outcomes. The findings provide significant insights for policymakers, particularly zakat institutions, in aiding countries to reduce poverty levels through education-focused interventions.
