Abstract


ABSTRAK

Pembangunan modal insan merupakan intipati serta menjadi tunjang utama kepada kepimpinan mantan Perdana Menteri kelima Malaysia iaitu Tun Abdullah Ahmad Badawi. Dewasa kini, aspek pembangunan modal insan menjadi fokus utama dunia dalam penyediaan masyarakat yang berhemah tinggi serta tinggi nilai budi pekertinya. Pembangunan negara berkelas utama harus seiringan dengan pemikiran masyarakat yang berminda kelas pertama. Malaysia adalah sebuah negara yang menuju ke arah negara perolehan pendapatan tinggi, namun pemikiran masyarakat masih kelas ketiga. Objektif utama kajian ini adalah untuk memperlihatkan aspek utama penerapan pembangunan modal insan yang dilakukan oleh Tun Abdullah Ahmad Badawi. Kajian ini bersifat kualitatif deskriptif dalam menghurai peranan serta sumbangan utama Tun Abdullah Ahmad Badawi dalam memperkasakan pembangunan modal insan kepada masyarakat di Malaysia khususnya. Oleh yang demikian, kajian ini juga akan memaparkan analisis dan rangka kerja pembangunan modal insan yang diaplikasikan oleh Tun Abdullah Ahmad Badawi dalam masyarakat majmuk Malaysia. 

ABSTRACT

Human capital development is the essence and cornerstone to the leadership of former Prime Minister of Malaysia, Tun Abdullah Ahmad Badawi. It has been the main focus for every continents in the world in building society with high morality and ethics. Tun Abdullah believes that we need to create a ‘First Class Mentality’ society in pursuit of rapid modernization that we are experiencing today. As a developing country that aims for high-income society, we need to work hard on diminishing the ‘Third Class Mentality’. The main objective of this study is to demonstrate the key aspects of the implementation of human capital development commenced by Tun Abdullah Ahmad Badawi. This study is a descriptive qualitative in nature in which it explains on Tun Abdullah’s roles and contributions in strengthening human capital development in Malaysia. Human capital development framework applied by Tun Abdullah Ahmad Badawi in our plural society is therefore, analyzed in this study.
